412 Holding Co. Zoning Hearing – April 13, 2026

BOROUGH OF SINKING SPRING, BERKS COUNTY, PENNSYLVANIA

TAKE NOTICE that a hearing will be held by the Zoning Hearing Board of the Borough of Sinking Spring on Monday, April 13, 2026, at 7:00 pm. at the Sinking Spring Borough Hall, 3940 Penn Avenue, Sinking Spring, Pennsylvania 19608.

The Zoning Hearing Board will consider the Application of 412 Holding Company regarding the properties located at 3722-A Penn Avenue, Borough of Sinking Spring, Berks County, Pennsylvania, Parcel ID No 79438610257448, 3726 Penn Avenue, Borough of Sinking Spring, Berks County, Pennsylvania, Parcel ID No 79438610259968, and 3730 Penn Avenue, Borough of Sinking Spring, Berks County, Pennsylvania, Parcel ID No 79438610258805, in the D-1 Downtown zoning district (collectively, the “Property”).

The Applicant is proposing to subdivide the Property into four (4) parcels to construct four (4) mixed-use retail and residential buildings and one (1) hotel and has requested variance relief from the Sinking Spring Borough Zoning Ordinance of 2010, as amended (the “Zoning Ordinance”), as follows:

§582 titled “Downtown District”, Subsection (1) to allow the construction of two (2) principal use buildings on the proposed Lot 4 of the Property; §585.1 titled “Main Street Frontage”, Subsection B titled “Frontage Standards”, to allow a variance from the street frontage requirements for Lot 4 of the Property; §585.1 titled “Main Street Frontage”, Subsection D titled “Building Form”, to allow a maximum building height of five (5) stories for the proposed hotel on Lot 4 of the Property; §586 titled “Active Frontage Standards”, Subsection 1 and / or §588.1(4) titled “Table of Uses”, to allow a variance from Active Frontage requirements for Lot 4 of the Property; §587(1) titled “Civic Spaces Design Standards”, Subparagraph (b) titled “Required Civic Spaces Area”, and Subparagraph (c) titled “Civic Space Form and Access”, to allow a temporary variance from the minimum 7.5% permanent preservation of Civic Space requirement and a variance from the Civic Spaces form and access requirements; §588.5 titled “Parking Standards”, Subsection D titled “Number of Motor Vehicle Parking Spaces Required”, Subparagraph 2 titled “Maximum Number of Parking Spaces”, to allow a variance from the maximum number of parking spaces required; and §196-32 titled “Loading Areas”, to allow a variance from the required paved off-street loading and unloading spaces.
