Sinking Spring has approximately 4,286 residents and a police budget of $1,073,000. The Chief serves under the direction of the Mayor and Borough Council and is responsible for the organizational, operational, and administrative functions of the Police Department. The selected candidate will lead a department of six full-time officers, three part-time officers, and one civilian support staff member. The Chief will be a non-Civil Service employee of the Borough, with salary based on experience and education.

Candidates should have a BS or BA (Masters preferred) in Criminal Justice, Police Administration, Police Science, or Criminology, along with five years of police management experience, Act 120 certification, and a valid Pennsylvania driver’s license. Sinking Spring Borough (pop. 4,280; 1.5 sq. miles) is seeking a qualified professional for the position of Borough Manager. Working under the direction of a 7-member Council, the Manager serves as the Chief Administrative Officer, overseeing day-to-day operations and acting as the primary liaison for residents, staff, businesses, and neighboring municipalities. Responsibilities include human resources, planning, zoning, code enforcement and administration of a $6.1 million budget across General, Emergency Services, and Sewer funds. The Manager guides a workforce of 23 full-time, 13 part-time and 35 seasonal employees spanning administration, public works, police, recreation, and library services. A degree in public administration or business management, combined with at least 5 years of successful municipal management experience, is strongly preferred; an equivalent combination of education and experience will be accepted. The ideal candidate will possess demonstrated skills in municipal finance, personnel administration, collective bargaining, planning, and community development. Exceptional analytical, computer, and communication skills are required. Grant writing experience is a plus. Salary range is $70,000.00 to $105,000.00/year, depending on qualifications, plus a generous benefits package. This work is scheduled to take place from August 24 through September 4, 2026.

Residents can expect to see Katapult Engineering field crews in their neighborhoods during this time. Crews will be easily identifiable: they wear high-visibility vests and hard hats, drive marked company vehicles, and carry business cards and company identification.

No action is required on the part of residents. This is routine work being conducted on behalf of PPL.

The Borough is issuing this notice to inform residents and motorists of potential temporary traffic impacts and increased pedestrian activity along portions of Penn Avenue during the march.

Route and Local Activity

March participants are expected to primarily use sidewalks and roadside areas while traveling through the Borough. At times, brief use of the roadway may be necessary to navigate around obstacles. Support vehicles with hazard lighting, signage, and designated marshals will accompany the group to help maintain safety for both participants and the public.

A scheduled midday stop at Lidl (3564 Penn Avenue) is planned within Sinking Spring Borough. This area may experience increased pedestrian presence and short-term traffic congestion during the lunch period.

What Residents Should Expect

During the time the march passes through the Borough, residents and motorists may encounter:

• Temporary, minor traffic delays along Penn Avenue
• Increased pedestrian activity, particularly in the downtown corridor
• Brief, intermittent interruptions to traffic flow at intersections
• Support vehicles accompanying the march route

Public Advisory

The event organizers have indicated their intention to move through all communities along the route in a safe and minimally disruptive manner.

Residents are encouraged to plan travel accordingly, allow extra time when traveling through affected areas, and exercise caution when driving near pedestrian activity.

The Borough will continue to coordinate with public safety partners as needed to help ensure the safety of both participants and the community during the event.

For non-emergency concerns during the march, residents should contact local law enforcement through established channels.
